Commentary:

The only elements listed for rotation on the above list that are out of the ordinary are the DC Convention Exclusive ID cards from 2016. As all other DC ID cards are being rotated, keeping them legal would restrict their usage to a small number of characters. Internally, they were always associated with the other DC ID cards, but they ended up being released a bit later. Their wordings are also out of date compared to the current rulebook and ID cards released this year. For the reasons above, they are being included in this rotation.
